Colorado Solar and Storage Association Seeking a Junior or Senior Policy Manager or Attorney

Established in 1989, the Colorado Solar and Storage Association (COSSA) is the award-winning nonprofit association leading Colorado’s solar and storage industries. Our mission is to expand solar and storage markets and to generate jobs and prosperity for the people of Colorado. Together with hundreds of solar and storage business members, we work to advance clean energy policies, remove market barriers, highlight emerging trends, and increase solar and storage education. Additionally, the COSSA Institute is COSSA’s 501(c)(3) sister organization that conducts education and outreach to communities across Colorado. COSSA Institute works with utilities, counties, and local communities to inform stakeholders about solar and battery storage, and participates in local regulatory processes around renewable energy. This position reports to the Chief Executive Officer.

  • Passion for solar and energy storage solutions, including a strong conceptual and analytical understanding of the potential for solar and storage and related technologies

  • An optimistic outlook and “can-do” attitude

  • A knowledge of, or desire to quickly learn, regulatory policy details related to solar and energy storage in Colorado.

Position Responsibilities May Include:

Advocacy

  • Represent COSSA in proceedings at the Colorado Public Utilities Commission

    • Compose filings

    • Meet with Commission staff

    • Attend workshops and stakeholder groups

    • Work closely with COSSA General Counsel and our outside counsel

  • Support legislative initiatives

    • Work closely with COSSA CEO to recommend legislative or regulatory changes 

    • Analyze bills from other sponsors

    • Negotiate amendments

  • Interact with COSSA members

    • Staff COSSA’s policy committees

    • Research market and regulatory questions from members as they arise

    • Facilitate internal COSSA decision-making

    • Explain details of programs and proceedings to member companies

    • Produce factsheets and website updates

    • Meet with members to discuss policy needs and impact

Organizational Development

  • Work with membership staff to recruit member companies

  • Attend team meetings, board meetings, and strategy development retreats

Local permitting, inspections and land use code(s)

  • Become familiar with local permitting, inspection, and land use codes to serve as a resource for COSSA members

  • Provide feedback and comments to local AHJs during code revision processes, both online and in person

Other Duties as Assigned

  • Work with COSSA staff to coordinate and put on successful curriculum and policy updates for the annual conference

Compensation Package:

This will be a salaried position of $70,000- $125,000 annually, depending on experience. The position also includes health insurance, 401(k) matching, and paid time off.

Educational and Experience Requirements:

For attorney candidates, active membership in good standing of the Colorado Bar is required. Bar membership in other states with the ability to seek admission to the Colorado bar, will be considered. Policy candidates should have either a J.D. or a master’s in sustainability, environmental policy, energy, economics, or a similar degree. Other relevant educational backgrounds may be considered depending on prior work experience. 

Direct Colorado PUC experience is considered a plus but not a prerequisite, as is direct experience within the solar industry.
