About COSSA

COSSA is the leading voice for solar and energy storage in Colorado. As a member-driven nonprofit, COSSA represents a diverse coalition of companies across the clean energy supply chain, from manufacturers and developers to installers, engineers, and advocates. Our mission is to expand solar and storage markets, drive smart energy policy, and generate jobs and prosperity for all Coloradans. Through policy advocacy, regulatory engagement, market development, and member education, COSSA ensures the industry has a seat at the table and a strong future in the state.

CEO

KC Becker

  • KC Becker is the new CEO of the Colorado Solar and Storage Association. Most recently, she was President Biden’s appointee to lead Region 8 of the Environmental Protection Agency, overseeing EPA’s activities in 6 western states. Prior to that, she completed 4 terms in the Colorado legislature, culminating as the Speaker of the House.

    As a state legislator, KC led a variety of major environmental efforts, including laws to reform the oil and gas industry, create statewide greenhouse gas reduction requirements, and update the Public Utility Commission’s authorizing statute. Prior to serving in the Colorado legislature, she served 4 years on Boulder, Colorado’s City Council. She worked for 7 years as a public lands attorney at the US Department of the Interior.

    She graduated with a degree in Government from the College of William and Mary, earned her JD from Lewis and Clark Law School with a certificate in Environmental Law, and earned an MS in Real Estate Finance and Development from the University of Denver Daniels College of Business.

    She lives in Boulder with her husband, two sons, and French bulldog.

Business Manager

Phoebe Nicault

  • Phoebe is the Business Manager at COSSA where she draws on her expertise in energy affordability, environmental studies, and customer service. Prior to joining COSSA, she worked for the Colorado Public Utilities Commission as an Energy Affordability Analyst. Her work focused on maximizing outreach and assistance to Colorado residents through the Utility Bill Help Program. She also leveraged data analysis and visualization to continuously improve affordability programs in the state. She graduated from the University of Colorado Boulder with a bachelor's degree in Environmental Studies and Psychology. While at CU, she gained hands-on research experience working in the Environmental, Justice, Decision and Identity Lab. There, she conducted research on the ways in which diverse media shapes attitudes about socio-political issues, such as climate change beliefs. This experience fueled her interest in advancing equitable solutions to environmental challenges and promoting informed decisions.

    Outside of work, Phoebe spends most of her free time rock climbing, enjoying the many climbing areas around Colorado and taking trips to surrounding states. She also enjoys skiing, traveling, hiking and gardening.

Policy Manager

James Burnham

  • James has a degree from the University of Michigan’s School for the Environment and Sustainability (SEAS) with a focus in policy and planning, and has managed commercial sustainability programs for the City of Ann Arbor, MI. While at SEAS, James undertook research into public utility commission’s efforts to increase the representation of environmental justice communities into public proceedings, while pursuing coursework in energy law, negotiations, and environmental policy, among others. Previously, he spent almost half a decade at Mathematica Policy Research supporting efforts to improve healthcare outcomes for federal and state health agencies through rigorous policy research.

COSSA’s strategy is shaped by a highly experienced Board of Directors made up of leaders from across the solar and storage industry. Elected by the membership, the Board serves two-year terms, meets monthly, and provides strategic oversight to drive the organization’s mission forward.

Our History

Founded in 1989 as the Colorado Solar Energy Industries Association (COSEIA), COSSA has grown into one of the most effective state-level clean energy trade associations in the country. For more than three decades, we’ve led the charge in advancing solar and storage adoption through policy wins at the Colorado State Capitol and regulatory victories at the Public Utilities Commission. As energy decisions increasingly shift to the state level, COSSA continues to fight for clean, equitable, and forward-thinking energy solutions.

As a member organization of the Colorado Solar and Storage Association (COSSA), we are committed to upholding the highest standards of integrity, professionalism, and public trust in the solar and storage industry. Members pledge to operate with honesty in advertising, transparency in pricing and warranties, compliance with all applicable laws and codes, and respect for customers, competitors, and employees.

The Code of Ethics promotes safety, accuracy, responsible business practices, and continuous advancement of the industry. Violations are subject to a formal review process and may result in corrective action or removal from the association.
