COSSA’s Policy Subcommittees are where the real policy work gets done. These focused, member-driven groups provide the structure and strategy behind COSSA’s legislative and regulatory victories.

Each subcommittee is made up of experts and stakeholders from across the industry who bring critical insight into their specific verticals. Whether you're a residential installer, a utility-scale developer, or a C&I advocate, there's a subcommittee where your voice and experience matter.

  • Residential Subcommittee

    Meets: Every other Tuesday @ 1:30 PM MT

    Overview:
    This group tackles residential solar issues from permitting challenges to legislative initiatives and utility proposals. Meetings blend COSSA staff summaries, real-time member feedback, and coordinated strategy planning.

  • Commercial & Industrial (C&I) Subcommittee

    Meets: Every other Thursday @ 11:00 AM MT

    Overview:
    The C&I Subcommittee focuses on policies affecting medium-scale projects—rooftop or ground-mounted systems on schools, warehouses, hospitals, and commercial buildings. The group tracks incentive structures, financing challenges, and interconnection issues that affect these installations.

  • Community Solar Gardens (CSG) Subcommittee

    Meets: Every other Tuesday @ 11:00 AM MT

    Overview:
    This subcommittee monitors Colorado’s evolving CSG framework, including regulatory compliance, subscriber acquisition rules, and incentives. Members collaborate on recommendations for legislation and PUC rulings that ensure sustainable growth of shared solar.

  • Large-Scale Subcommittee

    Meets: Every other Tuesday @ 10:00 AM MT

    Overview:
    This group represents utility-scale developers and focuses on transmission, land use, permitting reform, and wholesale market structures. Participants engage in big-picture policy discussions that guide the future of Colorado’s renewable energy portfolio.

  • Partner Subcommittee (Invite Only)

    Overview:
    This invite-only group comprises non-developer stakeholders including financiers, attorneys, engineers, and other partners. It serves as a space for cross-sector alignment, strategy sharing, and advising on policy direction from a broader market perspective.

  • Executive Committee

    Meets: Every other Wednesday @ 1:00 PM MT


    This leadership committee includes all subcommittee chairs and two “at-large” seats. It sets the strategic policy direction for COSSA and ensures alignment across all proceedings and verticals. Every major regulatory or legislative action is reviewed here, making it a central hub for coordination and strategy.

  • Land Use Code Subcommittee

    Meets: Second Wednesday of each month @ 3:00 PM MT

    Hosted by: COSSA Institute

    This subcommittee focuses on municipal and county-level land use policies that affect renewable energy development. It's a platform for sharing updates, coordinating local strategy, and navigating zoning or permitting challenges across Colorado.

Member-Only Policy Calls

Meets: Final Thursday of each month @ 12:00–1:00 PM MT

These monthly calls keep members up to speed on legislative activity, PUC developments, and internal COSSA updates. Staff provides real-time briefings, while members can ask questions, give feedback, and help steer COSSA’s efforts.
