The Colorado Solar and Storage Association (COSSA) represents the solar and storage industry in critical policy conversations across the state. Since 1989, COSSA has worked with the Colorado Public Utilities Commission, state legislature, local governments, inspectors, and stakeholders to remove barriers, open markets, and advocate for the future of solar and storage in Colorado.

COSSA’s 2025 agenda is bold, market-focused, and grounded in member needs:
Strengthen the solar + storage market statewide through proactive legislative and regulatory efforts.

Advocate at the PUC to improve the resource procurement process for utility-scale projects and ensure all utilities, regulated or not, are driving deployment.

Community Solar: First-in-the-nation legislation in 2010, expanded in 2024 to support income-qualified customers
Utility-Scale: A unique Electric Resource Plan (ERP) process and a clear path toward regional market integration
